Brief Description:

The Whitney and Betty MacMillan Center for International and Area Studies at Yale invites applications to the 2023-24 academic year Foreign Language and Area Studies Fellowships (FLAS) for modern language, area and international studies. The FLAS fellowships are funded under Title VI grants from the U.S. Department of Education and are for US citizens or permanent residents only. 

Eligible languages are Czech, French (grad students only), German (grad only), Italian, Polish, Portuguese (Europeanists only), Modern Greek, Russian, Spanish, Dutch, Hungarian, Romanian, Ukrainian, Serbian/Croatian, and Finnish. Applications must be for intermediate or advanced-level study.

The Whitney and Betty MacMillan Center for International and Area Studies at Yale invites applications to the 2023-24 academic year Foreign Language and Area Studies Fellowships (FLAS) for modern language, area and international studies. The FLAS fellowships are funded under Title VI grants from the U.S. Department of Education. 


All awards will be made pending confirmation of funding.


The goal of the FLAS fellowships is to enhance the international expertise of U.S. nationals. Academic year FLAS fellowships are for Yale undergraduate, graduate and professional school students who are U.S. citizens or permanent residents, whose academic programs include the study of a foreign language designated as priority by the U.S. Department of Education and whose career plans include teaching, public service or business. The competition is open to current undergraduate, graduate or professional school students who will be continuing their studies at Yale and students admitted for study at Yale beginning Fall 2024. Students admitted for study at Yale beginning Fall 2024 are also eligible to apply.


For graduate students FLAS fellowships are expected to provide $18,000 toward tuition and a $20,000 stipend for living expenses.
For undergraduate students FLAS fellowships are expected to provide $10,000 toward tuition and a $5,000 stipend for living expenses.
ALL STUDENTS may apply for language study at the intermediate or advanced level only.
 
Highest priority will be for study at the advanced levels of the eligible languages and for students pursuing master’s degrees who may be more likely to pursue government service. Preference will be given to those students who have the most significant demonstrated financial need, as indicated by the student’s EFC  (based on the FAFSA). All undergraduates must self-report their EFC in their applications; graduate students who wish to be considered for preference based on their financial need must also submit their self-reported EFC in applications. The recipient’s overall course of study at Yale must demonstrate his/her commitment to area studies, which for this Council is a Europe-related focus.  Language study must bear a clear relationship to the applicants overall course of study, must continue throughout the tenure of the fellowship, and must clearly relate to the area of concentration of the award. FLAS recipients must be enrolled in one area studies (Europe-related) class and one language class per semester, for credit, at the approved level in the approved language for the duration of their award. Recipients MUST maintain satisfactory academic progress and successfully complete their language courses.
 
In order to be eligible for FLAS fellowship, students who apply must be willing to comply with the U.S. Department of Education requirements including to be part of a FLAS fellows group surveyed regarding their career tracks every other year for a period of eight years after graduation. Therefore, FLAS fellows must inform the MacMillan Center immediately whenever changes occur in their e-mail addresses.
For European Studies students must demonstrate interest and/or experience in European Studies. All applications must be for intermediate or advanced language study. 

Eligible languages for Graduate students include: CZECH, DUTCH, FINNISH, FRENCH, GERMAN, ITALIAN, MODERN GREEK, POLISH, PORTUGUESE, RUSSIAN, HUNGARIAN, ROMANIAN, SERBO-CROATIAN, SPANISH, and UKRAINIAN.

Eligible languages for Undergraduate students include: CZECH, DUTCH, FINNISH, ITALIAN, MODERN GREEK, POLISH, PORTUGUESE, HUNGARIAN, ROMANIAN, SERBO-CROATIAN, UKRAINIAN, and RUSSIAN.

USDE reserves the right to approve or reject requests for any additional European languages.

Special note to successful candidates:
The U.S. Department of Education specifically requires that FLAS fellowship recipients complete a performance report upon fulfillment of the academic year or summer session of the FLAS award. Additionally students will receive language faculty pre and post language evaluations. The reporting is completed using an online system called IRIS. The system will automatically notify you at the end of the course with instructions for completing the report. It is the responsibility of each FLAS fellowship recipient to complete this report ON TIME. Recipients will also be expected to participate in a biennial survey upon graduating. Future funding for FLAS awards depends on award winners completing their performance reports and surveys to comply with the Department of Education’s grant requirements and schedules.

Applicants must ensure that the complete application, including letter of recommendation and transcripts, is submitted by the deadline; late or incomplete applications will not be considered. Consider sending your recommendation requests prior to submitting your completed application. 

All applicants must ensure that their application reaches us by the deadline; late or incomplete applications cannot be considered. A complete application includes a personal statement explaining (a) the relationship between language and area study to your degree program and career plans (not to exceed one  page) and (b) how you plan to achieve advanced proficiency in the target language of the FLAS fellowship if awarded (not to exceed one additional page.); your CV\Resume showing activities and awards; one letter of reference from a faculty member; an unofficial copy of your most recent transcript, including courses in which you are currently enrolled; and verification of current level of language to be studied.

Applicants will be notified of the Committee’s decision by late April. 

This is a competitive award, not everyone will be awarded grant funds.
